Depends on what the horse will allow. Generally, IMO, kids should not be wearing spurs. Kids and many adults do not have good enough control of their legs to keep them out of the horses sides at inappropriate times, especially at speed.. Also, unless the child is on a small horse/pony, their legs are so short that their heels are hitting the widest part of the horses barrel. There is no way to keep the spurs out of their sides.

I realize that every horse and rider are different, so you have to take that into consideration. As mentioned above, a whip can always be dropped if you get into a storm. My kids had a gelding that you only had to raise the over/under, never actually had to hit him. LOL
