and obtain papers off DNA alone! this frustrates me and i see it in ads constantly.... YOU CANNOT just DNA a horse and tada YOU'VE GOT PAPERS! You have to have a signed transfer, Duplicate form, ect. NOT ONLY THAT you must know sire/ dam to do DNA and sire/ dam has to have DNA on file... Its NOT as easy as just DNA and its driving me CRAZY to keep seeing this! Rant Over.

You also have to have the proper reports on file with AQHA and signed transfers if you are not the breeder.

Yes, I know it's not that easy, it doesn't stop the people selling the horse from making it sound so easy!!!!
Plus, if you DO NOT have the papers in hand, I don't want to hear about what bloodlines the horse has, as the animal you are selling is grade!!!!!!!!!!!!!!!!

I have a friend who recently got screwed over royally for this. She has team penning/working cow horses. She bought 3 NICE yearlings, was told they all would have papers, owner was just getting paperwork together. A few weeks passed and she had no papers. She had the names of the sires and dams on all 3 babies, so I called AQHA and did some digging.
One of the dams had not been transferred into the breeders name nor did she have DNA on file.
2nd one, the sire had recently died and he had not been 5 panel tested. I told her that was supposed to be for next year, but they still wouldn't issue a breeders certificate even to the original owner.
The third one, the mare never made it on the stallions breeders report.

Needless to say I have got a ticked off friend. She's talked to the lady and the lady told her the only way she would make it right, was if my friend 'traded' her good buckskin mare for the foals papers.

<-----we're going to pretend the horse is the woman in this scenerio....

Chances are slim on number one but do the same thing to it as I suggest below
and make it a combined pkg at AQHA ..

2 AND 3 ... Fill out regular registration forms on these two with pictures and all the information you can find out by calling AQHA to fill in the blanks ... you will have to pay fees under $100 per horse (which includes parentage verification DNA ) total by the time it is said and done..

AQHA will give seller and stud owners time to rectify things and end up suspending them and doing hardship registrations of 2-3 and number 1 may get registered if you are lucky and seller does a transfer etc etc ... expect 6 months of frustration after AQHA has all the blanks filled out and starts their proceedings ...

Buyers that buy at horse sales that think they can buy at poundage prices and turn the deal into a money maker while listening to the yackety yack think they should be granted registrations when they were the ones that were greedy ... These types I have no empathy for ... ignorance can be fixed ... stupidity is hopeless ... lol

I want to state it is the SELLERS responsibility to transfer papers. If knew someone with pull at AQHA you can get a seller suspended from competition for not complying with the rules AQHA has changed a lot though and they aren't as strict about such things as they used to be.

Also NEVER exchange money or horses unless paper work is in order. If they don't have the paperwork up front they are pulling a fast one 99% of the time.

Of course its always AQHA's fault not the breeder's or owners of the horses , greezzzz AQHA is sure is easy to blame for what others screw up on. 
Its the breeders/owners responsible to get their own horses reg.

My dad bought me my first registered horse in 1962. For some reason, I have never had a problem with AQHA in all those years. I have registered foals, transfered papers from horse that I have bought and horses that I have sold.

Several rules that I follow are (1) transfer a horse into my name as soon as I buy it, (2) register babies when they are born (3) keep all of my papers together where I can find them (4) check registered owner before purchasing--papers are not in order, I move onto the next horse. I always check AQHA on ownership.

AQHA has the rules the way they are for a very good reason. To protect everyone when the stallion owner, mare owner, breeder and foal owner might ALL be different people.  If any one of them doesn't do their job, it gets difficult.  Any one of them could be a crook or the victim or just plain lazy.  I've never had a problem with AQHA, just other people who don't do what they are obligated to do.

I have done everything from changing a horse's registered name to managing a stud report and have never had any problems.  The key, like someone stated, is to take care of business in a timely manner.  We recently got a horse that the previous owner had not transferred.  AQHA contacted previous owner and plus the person we got him from and while the process took some time, everything came out ok.

 You have to be so careful. My guess is a lot of new horse people get taken by this. I wanted to buy a yearling last fall, but I wouldn't pay until I got the signed transfer, they kept forgetting to get the transfer from the family member that had to sign it. In the end I think they were either offended that I wouldn't take their word that they would get it to me, or they just decided to sell it to someone else. I am sure they weren't out to scam me, but in this day and age it is not hard to get a transfer signed. It is a red flag to me if they can't get organized enough to get the paper work ready when they advertise the horse, or haven't done the paper work yet themselves.

The only issues I have had with AQHA over the last 25 years are:  #1, It took them FOREVER to get me the test kit for a 5 panel test on my mare.  But it DID come eventually!

#2.  The bad one though, in MY opinion was when I got a letter from them asking if it was MY sgnature on a transfer of a filly I had given to a co-owner.  I told them NO, it was NOT mu signature as believe it or not, I KNOW how to speel my name!  (My name wasn't even spelled right be the person that forged my signature.)  AQHA wanted me to just sign a transfer and send it to them.  I refused as I had NO WAY of knowing if the buyer even got the right horse with the papers and forged transfer! (Chestnut mare with a star and no other markings, like there aren't 4567459745 of those out there.) (I would have been happy to sign a transfer if I KNEW the buyer got the right horse!  But by this point I hadn't had the filly for a couple of YEARS.)  They (AQHA) process the transfer after 30 days ANYWAY.  Apparently they don't really give a **** if the right horse is being sold with the correct papers.

But as far as registering foals and such, I've never had a problem other than it occasionally taking forEVER for them to get the papers back to me.

If someone passes away with horses registered to them the dumbest thing anyone can do is to tell AQHA the person has passed. The affidavits and death certificates and probation nonsense AQHA wants is so overboard.

Give the horses to the heir(s) that wants them at a certain value as part of their inheritance and just forge the current deceased owners on the transfers ....
It is nobody's business other than the heirs that are involved.

Prepare for old age and/or death ... parents should have banking accts (with signature cards), real property and other assets changed to Parent OR Kid .. the OR automatically makes the assets go to the kid and not into probate court where fees and attorneys will take a big toll on the final amount divided. You do this so parents will qualify for government help rather than have medical costs eat up everything they own .. and don't forget... parent can't show more than $2000 in a bank acct prior to finally getting approved for government help..

Your will should have no items of value listed on it .. just a note to those you love and to those you dislike and what to do with your body .... lol
