Saddle Help

I bought a Billy Cook off of Facebook without having ridden in one before. If it weren't for how much movement I was getting out of the stirrups I'd really like it. Is there a way to "tighten" them up so there's not so much swing or someway that I can hobble them more forward myself?

I have seen some people take some rope and tie the top of the fenders under the jocky forward to the breatcollar rings. Or I saw were something took and pulled them forward and then instead of tieing the straps to the breastcollar they screwed it into the skirt.

RE: Saddle Help
I love my old Billy Cook, but after riding a Caldwell for a few years the inability to get the stirrups to move where I want them on the Billy Cook makes me leave it sitting on the saddle rack. figures, huh?

I have a really nice Black Rhino saddle that the I can trust to keep me where I want to be. I only rode the Billy Cook once and I was so behind riding it. Was hoping to be able to fix it so I can use it.
