 What is the best hoof boot (that doesn't break the bank) for a horse that has been absessing and has no hoof to nail a shoe on? 
something that they can be turned out in but has plenty of support so he's not walking on his soles.

I wouldn't get either they may be cheaper but they will rub bad and fall apart. I've been pretty happy with the easy boot RX.  They also make some pretty neat glue on's if you can find a farrier to put them on.

He's getting X Rayed wednesday to be sure it's nothing more... but the vet mentioned white line as well..and said only have the boots on half the day... of course this horse is a ropers lol and they are cheap but Im buying them and will just tell him  HAPPY BIRTHDAY even though his b day is a couple months away lol

Those are the ones I've got and I like them. You can get them on ebay cheaper with free shipping. If I am leaving them on all day I use large mens socks over the hoof and put some No thrush powder in them and change the socks daily.

If you want something they can be out in the pasture in without supervision, running around, the new Scoot Boots look AMAZING. When my horse had the abscess from hell, he wore softrides 24/7 for 2 weeks but he was in a pen where he couldn't really pick up any speed or be too stupid. He still managed to get one of them off sometimes.

I have one who has to live in boots

Old macs my first pair lasted 6 years, the velcro has given out now, with the gators which are included she has no rub marks.

Cavello rubbed all my horses, I would not recommend those to anyone

Easy boot, I found you had to be exact on your measurements

If they have to wear them all the time, I soak breast pads in iodine and vet wrap onto the foot to prevent thrush

I ordered Easy boots and Cavella's... and I ordered 2 sizes on each (asked if I can return the ones that don't fit or that I don't like) cause they are pretty precise on measurements...
he needs to wear them at night but not all day as well... 

I liked the sock idea too..and the thrust stuff is what I was wondering about too.. Thanks everyone!
