I will try to include pictures, I am on my phone so work with me.
My friends horse just got these rash like scabs overnight. She said there are no ticks in the area & non were seen on the horse.

My horse just started with some spots very similar to this. He has one on his chest, one down his back, and then a few random ones. I am glad you posted and hope someone knows what it is.

Not sure what area of the country you/they are in, but when my vet was out a few weeks back she commented that a lot of horses were having skin issues this year. I think its due to the bugs and sweating.

yes they can if horse sweats alot due to humid weather and its bacterial......with that said.. it looks more like skin issue and maybe from bugs and sweat or fungus.. is it just on head ? calm coat works good for those type things.

Looks like a fungus/bacteria. There are several topicals for fungus, spray in area couple times a day and bet it clears right up.
