Not sure if I should buy an 8" or 10" saddle for a 1 yr old. Some have said the 8" saddles are tiny but she is tiny too lol right now she's probably 18 lbs and around 30" tall.

I would say a 10".  I bought my little on a 10" and she used it until this year.  She is getting a little too big for it.

A 10" will work fine for her.  Little ones don't usually use their stirrups anyway.  If it still too big when she starts doing more, you can tape a pool noodle behind the swells. I just let mine find her seat.  She's 7 and still riding the 10".  Let me find a pic of her when she was a yearling.

She was about 20 months here.  Her butt isn't much bigger at 7, she just has longer legs.

and now at 7, same saddle:

I am a firm believer in kids riding in the right size for them at the time, and planning on selling to buy the next right size. I don't like "add ons" just because it's one more thing for them to tangle in If they fall. That being said, my daughter was given an 8" saddle this summer as a baby gift, and in my opinion it's a toy. She's a baby though, so maybe I will feel differently next summer. My 5 year old son has rode in a 10" for two years, and it has never seemed too big. It is a Teskeys and he sits nice in it.

I have seen someone fold a towel and duck tape it around the cantle to make the seat size fit better. This keeps the child forward and close to the horn and reins.

100
My granddaughter is riding in a 10 inch corriente (sp). She is very short so we removed the fenders and used a nylon latigo (a strip of it) as a fender. Used Chicago screws to hold in place and adjust as she grows. We also wrapped the latigo in vet wrap to make the fender and stirrup twist. Used small stirrups from an 8 inch saddle and even had to put wooden blocks in the bottom of the stirrups until she grew enough that her boot wouldn't slide through the stirrup. I strongly believe they need to learn to use the stirrups right away.

Anyway, I think you would be ok with a 10 inch saddle and great ideas to wrap around the swells to make it smaller. Good Luck.
