We have a mare who is 23* I believe this year and she still carries her own foal just fine. It really depends on the mare and how much it takes out of her to have a foal. If she starts looking really bad every time she has a foal on her, or starting to be hard to get in foal, then they should be retired. But as long as they still get in foal easily and carry with no major problems, old mares are usually the best mothers.

EDIT: I looked up her age, she's 23, not 25.

I think it depends on each individual mare. We have had them safe carry and foal at 25. We have 6 that are over 22 and being bred this year, all very healthy.
