I need help

So, we have a lady at our barn who bought this gelding who is nice nice for trail riding and is a saint with her. He is broke and moves off of legs so nice. Here is the problem she is a bit green still and this horse moves off of her leg immediately. She doesn't want to sell him but she wants me to put some time on him to not make him so responsive to her legs and then she wants to take lessons. Here is my question how do I make a horse not so broke LOL. I mean how to I make him not so responsive to leg pressure is what she is asking me and honestly I am scratching my head because normally it is the other way around. Any suggestions would be greatly appreciated.

I think you fix the rider in that scenario.

This is funny because I had a similar conversation with my esthetician. She said she bought a really nice horse and just could not ride it all that well because the horse did not neck rein. Only worked off leg pressure. I told her people generally want that in a horse but she could simply teach her horse to neck reins by asking for a turn first with the reins then applying leg pressure. Over time her horse would learn what it means. But I told her the biggest issue was her legs. If she did not have good contact with her legs you are bound to confuse n the horse. Suggested lunge line work but she wasn't interested.

Its a good thing the horse is a saint to her, and she isn't going to get hurt since she is still green. But if you are going to buy a horse that has a lot of buttons, then you need to know how to ride that horse. I would never send a horse to someone to get him less broke that makes 0 sense. I would take me and my horse to someone to teach me how to "ride" my horse.
