i noticed our 17 yo gelding with a swollen hock this weekend in a general grooming session. he has been semi retired for several years for no reason other than his rider grew up.. lol its soft swelling, no heat and not hes not lame on it. Will cold hose therapy help eliminate the swelling?

Not if it's a true bog spavin. Bog spavins happen when the joint capsule basically gets distended. They are a blemish and no big deal. If this was injury related, cold hosing would help if it was the first 48 hours. Longer than 48 and you would probably want to sweat it.
