Headsetters over the bridle?

I've been taught that tiedowns, bonnets, and headsetters are meant to be ridden under the bridle. But from watching a few professional ladies, their headsetters are over the bridles. Why is that?

Maybe they didn't use it to warm up in and slipped it on before the run?

I know if you're using an easy stop, you put the headsetter over it. Maybe they have a certain bridle setup that requires it to be over the bridle for everything to function correctly.
