OT- Dog help

I need some advice on bringing a new dog into the pack. We have two mini Aussies, a 2 year old and an 11 month old. We recently decided to get another because the 11 month old is so high energy and driving the 2 year old absolutely nuts. We found an 8 month old male from a reputable breeder and decided to bring him home. So far, it has been nothing but frustration. The new pup is terrified of everything. He has attached himself to me, and is so afraid of my fiance that he ran away from him and was on the loose for 6 hours until I could get home from work and track him down in the woods
(I asked the breeder about this behavior since my fiance had done absolutely nothing to provoke this, she said that most Aussies don't like men
). He hides under the bed or cowers behind me on the couch, he won't be seen anywhere else. He only drinks or eats if I'm standing or sitting next to him at the bowl. We were told he was high energy, would be a great frisbee dog, and came from a home with lots of other dogs, and he really sounded like a perfect fit, but he hasn't been. He's very sweet, and we want to give him a chance, but he doesn't seem to fit our lifestyle. When we go outside, he obviously relaxes, but then won't come inside/let me catch him-- we are still a couple of weeks away from our fence being up at our house, so leaving him outside isn't an option right now.
How long do I keep going, hoping he will chill out? The breeder asked me to give him at least a month, and it has been about two weeks.
