1st: Saddle fits everywhere but the shoulder area.  it rubs the top of the shoulder on both sides and its the area that the shoulder moves at the top.  Hope that makes sense  doesnt matter what pad i use  I know its not 100% fit.  Saddle sits flat and has no rock and nowhere else does it show an issue  sorry no pics  So that mean its too narrow in shoulder area? He is not a wide horse. 

2nd thought bout getting a saddle custom made for him  Have you all had good luck with that?

If its tight at the top of the bars of the saddle and loose at the bottom that usually it's too wide and so it sits down too far and can pinch. Hard to know without pics but you can try to palpate under the bare saddle on his back and feel along the bars to test the fit. 

I haven't tried custom- I was afraid to since I ride different horses and don't have a specific saddle for each one.
