Event Producers- need advice

I will be approaching the owner of a local rodeo arena about some safety concerns and need some advice on how you have addressed similar situations. The arena puts on mostly playdays and has two stock tanks for water or you can fill your own buckets. Last summer we had a 2 year old child that was allowed to play in the stock tank and was splashing water, jumping at and hitting the horses, and being two- had a diaper on so who knows what ended up in the water. Other kids saw him and joined in playing in the tanks. Several of us ended up filling buckets and sharing our buckets just so the horses could drink. It was a pretty hot day.
This year, I can see a potential issue brewing. The same child
(now 3
) has a motorized toy jeep that he drives around. It has been brought to the arena when the parents are riding. He drives it wherever he wants and doesn't listen to his parents when told to stay in a specific area.
I don't want to create a huge list of rules for this playday series, but I think there are some issues that need to be addressed before someone gets hurt. How have/would you handle this?

i haul my own water.i NEVER use shared water.NEVER...........and the toy jeep would have flat tires or missing wires............just saying...........

Simple. NO motorized/batterpowered toys at the arena. No humans in the watertanks or empty them and turn them over.

I carry my own water but I'd put a stop to the kid and his toy. I'm all for exposing a horse to everything I can but I want to be around when they get into trouble as well.

WHY are some people allowed to breed? Good grief - I can see the writing on the wall here - kid WILL get hurt and the parents will sue.
(Not that this solves your problem but I would SURE bring it up to the producers
).

^^^^ THIS.......I would approach the Producers with concern for THEIR liability, in the case that this child would get hurt
(OR cause someone else to get hurt via a spooked horse
), which seems like a good possibility.
