     Location: where the wind blows | Can an association fine a memeber for not attending the annual AGM? Our association barrel finals are coming up and in the finals information packet they are saying anyone entered in the open barrels who does not attend the AGM on the one evening will be fined $100. There will be a sign in sign out sheet. I've been told this actually can't be done? Just wondering if anyone knows. |

      Location: Texas | I have no idea what an AGM is but if it is a local association and they make up the rules I would assume they could make up any rules they want. Is it right probably not but it is what it is. |

I guess if you don't want to go to the AGM, either pony up the $100 or don't go to finals.
They probably put it in place because there's always people who want to complain about EVERYTHING but never attend any meetings where decisions are made to voice their opinion. |

Is this a Barrel racing Assc.? And any of the Barrel racing Assc I joined have better not be fineing me for anything. I have never heard of being fined, unless it was a hat fine for losing a hat during a run that was at a bigger barrel race. |

^^^^ THIS......and yes, they can do it.......Unfortunately when you paid your membership in to any association, you agreed to abide by their rules......it is then YOUR choice whether or not to attend and/or pay the fine. I have seen various organizations with hold awards, etc if a person doesn not attend the annual meeting, etc......... |

       Location: Florida | I have seen that before. Back before PRCA and WPRA came to Florida, the Florida Cowboys Association sanctioned almost all the rodeos and they held a General Membership meeting at the finals. If you were a finalist and didn't attend you got fined. I can tell you that getting to a Saturday morning meeting after the hotel held a party the night before was very interesting. Some of those guys looked bad, but they were there. |

| The only loophole might be if it isn't stated in their membership rule book, but otherwise I would guess they can do what they choose. I would assume this is something voted on by at least the board members. |

| If it's stated in the Bylaws or Rulebook then yes, they can. Because by becoming a member, you agree to their bylaws and rules.
If it's not, I'd tell them to go pound sand, and if it remains an issue, take it up with the Board of Directors.
I am on the BOD for a horse association (not barrels, open horse show association) and the Bylaws and Rulebook are the guide, and if its not there, its not enforceable. Each year members can submit "Proposed Rule Changes" and we must receive them by October 1 of the year, and then at the annual meeting in January, the membership, BOD, and officers who are at that meeting vote on the proposed rule changes. Must receive 2/3 vote to pass. If it doesn't pass, it doesn't go in the rulebook. |

   Location: Mayerthorpe Alberta | But as a member why wouldnt you want to go to the AGM? discussions and decisions made there do affect all members and i think it would be good to know what is going on. JMO Up here at least two rodeo associations i know for a fact impose fines on their finalists if they do not attend the AGM at their rodeo finals. They dont insist all members attend as not all made the finals but the finalists do have to attend. |
