 I have a friend, young lady about 22ish, that is handicapped.  She has a very nice barrel horse she trained herself.  She recently bought another horse that is about 5 years old and seems very broke and has a pretty good pattern.  The original owners told her to ride in a lifter bit and explained how to turn the first barrel BUT thats the hand that doesn't work. 

I've told her to slow down and basically start him all over like her other horse and to look at something else because he needs more rate and to learn to neck rein the first barrel.

I don't know anything about bits for neck reining a horse and I'm not sure this horse is going to slow down a lot in the beginning.  I guess he totally ran wide open to the first at the last race (normally that would be fine) and she had trouble getting him back and blew the turn.

Any suggestions would be helpful.  I wanted to try to get her in touch with someone with similar issues because I can't for the life of me understand how she does what she does.  She has the use of one arm/hand and one leg.  She walks but with a signifigant limp.  She was born with physical issues, so she doesn;t know any different, but she stays totally center on every horse I have ever seen her ride... never loses her balance, and works amazingly.  However training for her is a whole different world.

 maybe look into that bit that was created a few years ago. its the one where the shanks connect to each other and there is one ring to hook up the reins

I am not sure if you said it and i missed it or not, but does she turn the first barrel with the traditional hand, just can not move it much, or she turns it with what would be her outside hand? Is there a way for her to slide the outside hand down to where its in the spot her inside hand would normally be? or slide it to the middle of the reins?

It's called the One Hander Bit by American Bridle Bit. They are out of production now but you can find them occasionally if you look hard enough. I sold mine about a year ago, If I still had it I would send it to her :-(

if you think that do the job send a good picture either to shallow creek or l an b  they should be able to make it

 Look at the 'C' shank lifter bit by The Perfect Bit. I too, have a small adjustment needed for lack of fingers on the Left Hand. This bit helps me out-lots. 
I'm riding my current horse with an emphasis on neck rein control, I hope to test his apitude of the last months lessons next week. I talked to Lisa Nicolas who rides all her horses in "Perfect Bits", she helped me to pick a bit.  My colt and her nice Stoli My Guy mare run very similar. I came home after the 4th and have worked him slow to get the neck rein emphasis added to his repertoire. I'm hoping I can be very thankful after a test run next weekend.
