Is there some way to fix his tail? The flies were terrible and a slight breeze and hes not the easiest to photograph. I just want to see if someone know how to fix the tail?

This is an easy fix IF you have another picture of him in the same position (legs) with his tail in the correct place. I have photographed stallions and I usually have multiple shots in the same position. Its very easy to take the "good tail" and cut it out and put it over the "bad tail". Does that make sense?
