A heated dog bed (or cat bed if they make those) are warm, but barely to the touch. We leave one on in the garage in the winter for our non-house cat. Also, the heated pet water bowl is great. Tho anything plugged in is a fire hazard, these are very low voltage items that do not heat up to high temps.
