I am a bad mom and haven't taken recent pictures of my coming 2 year old wooly mammoths. My Chasin Firewater filly is kind of a shorty, 14.0h at her withers but she is pretty butt high, so I expect a growth spurt pretty soon. She's about as wide as she is tall too. My MP Jet to the Sun filly was smaller than the CF filly until about a month ago and she shot up and got a little gangly, but she'll grow into herself in a few months I suspect.

You say he's been fed same as the other's. A growing foal should be fed differently than the older horses. Just off this picture. I would say bring him to the vet. Check a fecal. Check for ulcers and draw some blood work. Then I would proceed.

Looks like he's missing something nutritionally.
