Questions:
What is this bit called and who makes it?
Lastly, can you do this with your leg?

 They are the coolest team.

Bit looks like a simplicity.
I lift my leg with that to avoid some thorny bushes when I'm trail riding but definitely can't do it at high speeds!!

Love the simplicity bit!

I've made lots of leg lifts in attempt to save barrels on this horse LOL - he has a rollback type style so it can make things interesting

Once upon a time, I could do that. Although even with rubber bands, I would lose my stirrup fairly often.  Then I broke my leg and trick riding gave me cramps. The end.

I can't even put rubber bands on my feet while riding.......I get a butt cramp, and my leg just stays there for a minute LOL

I can do the forward ones... not the behind me style. However, I dont deserve much for bragging rights as i really only have to life my leg a few inches to clear a barrel. In my defense though, If I am lifting leg, im looking like a bronc rider marking out. Go big or go home.
