We just repaired an old water trough that the tractor cracked.  It has developed a lot of rust in it and even after cleaning it keeps coming back. 

Is there something I can put in the tank to counteract the rust that won't hurt the horses?  It is a huge one, so I really can't afford ot empty and clean it weekly.

coat the rust with something, I had a stock tank heater that did that so I put wax over it, there should be some kind of rust coat or remover spray you can safely use.
