We bought a horse at a sale recently, he was thin, beat up, and scraggly. He's been home for 3 weeks, on good pasture 24/7, gets good alfalfa, wormed, lots of grain, and fat pellets and doesn't look any different other then a slick shiny coat. He's nine years old. Anything I could be doing? He's getting a vet check soon, what could be wrong?

Float teeth and what do you mean by grain? Are you feeding straight oats or what? and fat pellets? Amplify? Need more specifics on that part please

3 weeks? it takes a lot longer to gain weight than it does to loose it. Go get blood work done, and put him on a probiotic

Teeth, Powerpac, and Forco, in that order. A high fat feed like Ultium is great for weight.

I've been feeding a Stableized Rice Bran "mash" to our newest addition for about 2 weeks. She has been packing on some much needed weight. She was slick and shiney when we got her, but potbellied and ribby. Round of wormer, Rice bran, and some beet pulp, and she now has a nice layer over her ribs.

Run a bottle of Metamucil through him - my vet said get the big bottle from Walmart and use a cap full a day til gone

He may need a high fat feed (Equine Sr, Triple Crown) or add in some Calf Manna

Get a fecal done - he may have worms and need a power pac

He may need his feed wet as well

Make sure you are feeding enough calories per day to allow him to gain weight - with the rescue horses I have done I put them on Triple Crown and discussed with my TC rep how many # per day to get him to gain - it may be feeding 3x per day up to 2 scps per feeding - its alot but sometimes its the only way that works

 How many actual pounds of feed, alfalfa, and how many pounds of fat are you feeding? How many pounds should the horse weigh? 

Ruling out parasites, teeth, and ulcers nine times out of ten it's simply that a horse is just not being fed enough. People will think they're feeding a lot but when they actually weigh it they quickly find out they're not. 

Also, on average longer backed/bodied horses will require more feed than shorter backed horses that weigh the same.

I would try a digestive supplement such as Succeed or Forco and check his teeth. I wouldn't do a powerpack without a fecal and vets suggestion, especially where you've already wormed him.
