When you say crushed hocks, do you mean cartilage? or the bone is actually malformed? broken? Do you have xrays?

I would be asking the vet if there is any inflammation, if any of the growth plates are involved.

As if the growth plates are involved, I would be speaking with the vet about prognosis, quality of life, etc since it is an early age.

I would also be asking the vet his opinion, whether or not euthanasia is recommended solely based on the immediate quality of life, the amount of pain the vet thinks the horse is in, etc.

If the growth plates are not involved, and the foal is not in pain, I would wait it out, and fuse the hocks when the vet recommends it.

I have never had a foal crush his hocks, but I had one horse who crushed both, he was never sore, one day quit wrapping his first, X-rays showed crushed hocks, we fused them and he went back to being a 1d horse

I had one. Vet thought it happened because he was a premie. Didn't notice anything was wrong until he came up limping after a sprint around the pasture as a yearling. Prognosis was possible light riding IF he could withstand being broke. Gave him to a lady in Texas as a pasture pet. He ended up being easy to start under saddle and she was able to trail ride him some last I heard. Hopefully your case is a better one.
