Running Home problems

I've been having problems running home with a closed gate,my horse ducks out and circles before I'm ready. It's gotten so bad that this week when I tried running home one handed,
(using my whip with my other hand
) that he %@*&%ed out before the timer! When I use two hands and really push him all the way home, leaning forward, when he does circle
(always before I'm ready
) I'm thrown off balance, and thrown forward. I have a good seat but most people would hit the dirt. I've done endless slow work, and always push him all the way, it's just a run that he anticipates the circle. If it's and open gate we run right out no problem, it's just closed gates that he does this. He's not sore, and it is way worse at our local arena then anywhere. I have videos if needed, I just want to get this problem fixed for good! Any advice would be much appreciated,

Work fences on him, run him up to fences at different points in your arena and don't let him stop until you tell him. Make him guess and trust that you will have him stop safetly and when you are ready, not him.

Do you always end with a circle to one direction? Maybe try changing and circling/shutting down the other way and mix it up so he doesn't know which way you will be circling so he waits a little longer for you.
