I ride outside when the wind is down. Even -10 can feel o.k. if the wind isn't blowing. I have a cap/full face hat that I wear and fog proof ski goggles. It's amazing how much those help. I've also seen people ride in ski helmets.

The biggest key is layers. I'll give you an example of what I did moving cows with my Dad new pasture all day in -30 conditions when I was growing up.
Panty hose or silky cuddle duds. Wool socks. Then cotton long underwear. Then sweat pants. Then jeans. Up top silky layer, then cotton later, then fleece layer, then hooded sweatshirt, then Carhartt coat. Insulated hiking boots on the feet and a really good stocking hat. Also a silk scarf, 100%, no blends. Good to go.
Here in Texas and Oklahoma when it's cold, usually just good thick cotton socks, flannel lined jeans, and a cotton/fleece/sweatshirt combo are usually plenty. I've broken down and worn long underwear a few times, and my heavy down coat and hat, but it's not the full uniform of riding in sub zero!

Right now I'm really keeping warm with wool socks, slippers, jogging pants and a sweatshirt. Oh yeah, my horse's name is Couch. I plan on riding him all winter!

I don't like layers when I ride. I usually ride in yogas and a layer of sweat pants, always thick wool socks, carhartt jacket, fleece coat, long underwear sometimes too.
I'm a polar bear though. I normally ride in just my yogas half the time even a few nights ago when it was 5 degrees out LOL I'm very odd
