That is a common concern and while you can get meters that tell you how many gallons have been run through it, unless it is in a setting with only one horse you still have no idea if one has stopped drinking. Just like a group setting on a stock tank, you may visually see how far the water level has changed, but you won't necessarily know that an individual has stopped drinking.
I am a worrier and I was hesitant to install one but I am so glad I did. It has been brutally cold here lately as it is every winter and not having to deal with frozen water is so worth it! I have four on mine right now and I just walk out and look at and feel the water. In the time I am out feeding grain and doing chorse I will see at least one if not all four take a drink.
