Topline hair

Have a friend who has a horse that she has brought out to board at my house that is a Quarter horse/Thoroughbred gelding that I noticed has topline issues. His owner is asking for help with it. We have changed to better feed and an exercise game plan. His topline is bad but the thing I have never seen and was curious about is... why it has fuzzy looking hairs only along it's topline. Almost like it is the last place to shed completely. He is slicked off everywhere else. Never seen this on a horse. With his topline being bad...was wondering if it had anything to do with these hairs. Anybody out there able to shine some light on this for me?

My thoroughbred mare has had the same issue this year. It wasn't super noticeable, as her topline isnt terrible
(just not as great as my others
). Once she got out on grass, she slicked right out and filled in. I also put her on beet pulp
(along with her other feed/supplements
) to help keep her fibre up when we travel.

Wasn't rode much this winter and this spring she herself had surgery so hasn't able to ride much. So I really don't think it has much to do with saddle.
