I got a spray from my vet but she also recommended starting him on Omega Horseshine. It made a HUGE difference. I no longer have that guy but keep my horses on it anyways.

I really like Corona Fung-A-Way. You can use it directly on them, saddle pads, girths, any equipment. It works great.

One thing we do that seems to work well and doesn’t cost anything, to speak of, is we give them a β€œbleach bath” every week or two during the hot months. We take a gallon jug and put about 1-2” of bleach in the bottom, and fill the rest with water. We hose them off, then douse them with the bleach water. Brush it in with a soft brush, let them stand for a few minutes, then rinse it well. That gets all the dirt, dried insect repellant residue, and salt off them. Curry them and let them stand until mostly dry before turnout.
We also use the same bleach solution to spray pads, blankets, and girths after riding. It’s a lot cheaper and works well for us.

Try Neem oil...... I tried bathes and lotions and everything! Finally have been rubbing Neem oil on her tail every night and she finally isn't rubbing at all! I have been doing it for about 3 weeks now and have had zero rubbing. I but it off Amazon, little dark brown bottle.

The only thing that gives one of my geldings relief is a shot of Vetalog.  Almost instant relief and lasts about eight weeks.

My 3 year old had a terrible case of hives, fly bite allergy, summer itch whatever you want to call it. my friend suggested garlic, I thought ya whatever lol and OMG let me tell you it has completely cured him. the hives would blow out tiny patches on his hair and he looked speckled it was so bad. I had to start very slow like a 1/2 teaspoon in pm feeding and it took a couple of days for him to eat it but now I give 1 small scoop thats provided in the bucket once a day and I swear by it. They all eat if up now and I have some picky eaters! The other bonus is I have not had ear ticks since I started putting it in feed(Coincidence? maybe)Its not enough to cause anemia like some people are suggesting but Im telling you it works. I wish I could post pics of how bad he was. I will always keep this stuff in my tack room during the summer. I use Bug Off garlic for horses by Springtime. Turns out it has a lot of benefits too. Im telling you its awesome!

Try the cheap banana boat aloe after sun spray. It has helped my daughters mare quite a bit with her allergies/ rubbing mane and tail.
