I have a really small 3 y/o filly.  She is just being started this year due to a broken bone last year, which required surgery.  We just pulled her out of the winter pasture and decided to measure her... she is only 13.3 hands.  Her sire is 15 hands and her dam is around 14.3 or 15 hands...

I feel like she is missing something in her diet - Any supplement recommendations?  
I am going to make sure she has premium feed, but not sure if there is something more I can do for her.

I dont currently and won't likely as the weather is going to get bad.  I probably wont be able to get pictures until beginning of next week.

I really like Muscle Mass.  It helped our gelding really fill out.  Not sure about getting any height out of it.  Have you done that string measurement thing to predict height? I have friends that swear by it.  You can search Youtube for the instructions.

 As of right now she's just getting alfalfa hay. For the winter she was turned out in a grass pasture (literally just pulled her out).

 She needs balanced minerals. If you are just feeding the hay I would get a mineral tub for her at least. Hopefully some more experience breeders will chime in.

Would I be over supplementing her if I gave THE Muscle Mass and a mineral tub? Also, what brand of mineral tub is recommended?

Yes she would probably be getting too much and it would be a waste. Mineral tubs are often full of molassass and if not, the horses often won't eat them. Just really look at ingredients. Cheap usually means cheap byproducts to get the protein levels they promise on the label. Yet horses can't absorb most all synthetic vitamins & minerals.

Here is my yearling filly-official the middle of May. She gets free choice grass hay, 1lb of Ultium Growth and 1/2 scoop of THE Muscle Mass yearling formula. Picture was taken in February so roughly 9 months old.

We bought a filly once that was 22 months old, Sight unseen.  The owner had been sick, and forced to turn her out shortly after she turned 1.  I felt she was really stunted when I saw her, she was only 12.2, but a year younger than yours.  
We put mineral blocks out in the pasture, good grass 24/7 and poured the feed to her.  She started growing immediately.  She wasn't skinny when we got her, just small. 
She maxed out at just over 14.2 and very musceled.  But as soon as we started feeding her twice a day she started growing. 
I always believed she would have been a bit taller had she not been stunted, but she finished out well proportioned and a very nice strong mare.  She is 12 now.

 This makes me feel better!  We have good grass in front of her now 24/7.  She is also getting a alfalfa morning and night.  I was going to give her grain and I am debating on my options.  Where I am at I can get: Total Equine, Triple Crown Complete, Purina, or Safechoice. Of course for each option there are always good and bad reviews lol.

I fed mine Ultium Growth until about 2 months ago when I slowly started switching him over to Total Equine.
I feed twice a day he's on free choice pasture and gets orchard grass hay. He's almost 3 and stands 15 hands at the withers and 15.2 at the hip so he's still growing but he looks really good.
