If you read the entire rule book it is mentioned in a couple of places that the director or show managemen tdecisions are final. We utilize this. It has to be this way because what is good and works for states in the east does not necessarily work for states in the midwest or west. We have a set of rules written for our state organization that supercede Natl rules as some of the Natl rules are not practical for us. As far as the $10 nonmember fee we leave that to the discretion of the producer or District director.
We have never had any issues with Natl not supporting our decisions. Matter of fact at the Vegas Supershow last June there was a meeting for State and District Directors who were in attendance and these were some of the things that were discussed and they understood where we were coming from and why we did things differently. It is also because NBHA is not as big in the west as it is in the east and seldom does anyone attend the World Championships so we have to have some flexibility to do what works best for us. It works well this way for both of us snd they get memberships because of it. We prefer to keep it simple.
As far as having another set of rules for directors I have never received anything other than what the members received.
