Dry flaky skin on my gelding

My gelding has a patch of dry flaky skin on his side where the cinch is. Ive tried everything to get rid of it. Used Hibitane and washed it. ive applied tea tree oil. He gets flax in his diet also. I have just started him about 2 weeks ago on Forco as well.
He has had this going on since the summer. Also, i have tried a neoprene cinch and an Alpaca cinch. Since it has been cold, i havent rode him in about a month and it still isnt clearing up.
Does anyone have any suggestions?

I don't know if its the same type of thing but my gelding has a spot in his mane like this...and the hair won't grow. This summer I kept it drenched in baby oil and kept it brushed up and the hair started to grow some. He did have ringworm a few years ago but they say the cold weather will ususally get rid if it...wonder if it could have stuck around?
