Horse that Walks weird

I have a 19 year old gelding that is just basically now a pasture creature. I haven't been able to compete on him. He walks toe first then heel. I always thought they were supposed to walk heel first then the toe. When he walks he will walk toe first then heel and it looks like his angle locks for a second before he sets his heel down. If I was any good at doing a video of him walking I would but kind of hard to video when only me out at the barn. Has anyone ever seen a horse to this?

in the front or the back? Some that have some soreness issues will do that. Heel pain I think was one of the reasons

In the back, then it is like his ankle has a "hiccup" before he sets it on the ground.
