 My gelding is VERY noodle necked.  Running in a JW short shank hack.  He HATES bits...long story from previous owners. 

Any exercises besides rollbacks and weight shifting work to get him to stiffen up? 

Loosened up chin strap this past weekend and seemed to help because there wasn't as much reaction when I pulled.  (which also lead to wider barrels.)  I was ok with that, because time was faster because he was actually able to run vs being a contortionist.

Ride a lot  in straight lines, do squares, focus on what the outside shoulder is doing, and what his feet are doing. Lots of pasture riding, picking out a point, riding to it, avoid circles, and bending exercises, and emphasize lots of forwardness. The only bend you would work for is a little behind the poll, not the neck. A hackamore, might help also...

The JW hack can add a little flex to one, have you tried any others?

My go too lately has been remembering to add leg. Never add hand without adding leg, and always more leg than hand, keep them moving forward and it’s harder to fold in half.

Where are your hands?  I just went and rode with someone last night because I was having this same issue.  It was all in my hands.  I will also be working this horse in squares.

I was "lifting" to much.  Going over the neck, a really BAD habit I have gotten in to.

I was "lifting" to much.  Going over the neck, a really BAD habit I have gotten in to.   

 Same. I was lifting and causing my horse to fold in on herself. I ride circles all the time on noodle Neckers. Just make sure you aren’t getting any more of their head than when you start to see their inside eye. 
Edited to add: they need to learn how to travel in a circle without folding in on their self. Start with a big circle gradually spiral down

I rode in a little s hack for a while and that stiffened my mare up a little bit.
