I think it's more akin to women and men competing in Olympic Show Jumping, which is allowed.
I understand your point that the association is a women's association, tho. As for the people who say women can't compete in prca sanctioned events. There is the one saddle bronc rider who is female and I know she has won some money. I can't think of her name atm.
