When to open a Paypal Dispute...

At what point do you realize that you need to open a Paypal dispute? I bought a part for my husband's truck from someone on November 5th. It's been excuse and excuse and they still have not shipped out yet. I have asked the seller for a refund because I'm just sick of it. At what point should I open a paypal dispute? Is it too early?

I'd open a dispute now. I had the same issue with a girl I bought a saddle concho set from, kept giving me excuses saying she shipped them
(then claimed she shipped another set for "free"
)...come to find out that she was milking it so that paypal would go past the 30 day dispute.....I was SOL on that one. I'd dispute it now

I bought something from someone in late September. They kept saying they sent it and I would see nothing. Finally I told them I was going to dispute it. They opened a USPS tracking number but the package itself was not shipped. So I opened a dispute and then escalated it. It wasn't until paypal starting contacting them that it finallly got shipped to me. I literally got them like a week ago.

It really irritates me that people actually have to go through disputes... just do your job as a seller and ship the dang thing when I give you my money.

I just went through it with a gal I sold some jeans to. A couple of weeks later she contacted me about selling me a pair back so I sent her the money and she had a label printed immediately. Jeans weren't in my mailbox 6 days later, so I contacted her for the tracking number. The excuses began but I gave her the benefit of the doubt and waited another week. At the beginning of week three I sent her a message she had 2 days to get them in my mailbox or get me a tracking number. 2 days later I filed a dispute and then turned right back around and bumped it up to a claim since I'd already attempted to discuss it with her. That night she sent me a message telling me jeans were in route. I said if a package arrived, I'll drop the claim, if not, it was going to stand. Then she told me she didn't have the money to pay me back.
Um... "I" generally decide where and when I donate to the poor. This is called theft. LOL
Needless to say the jeans never arrived and that original label she printed, showed the jeans never went anywhere because it never got scanned into the USPS system. It took about two weeks for Paypal to check into it and I got a note Tuesday my money had been returned to my account.
