I'm curious as to rules and regs across the country. Four States in Texarkana is no longer allowing tie outs, panels, or generators. If you don't buy stalls and an RV, you aren't even allowed to drive into the gates and park. You are forced to park a far piece away in a wet pasture without good access to the facility. Keep in mind that this is a venue that hosts BIG races. 600-1000 entries. NEVER had a parking problem. The grounds inside the gates are massive. Acres of parking on asphalt or grass, under trees or in the sun, near the barns or far away, with or without hookups.  No matter how many are there, it's still possible to find a big grassy area to warm up on if you don't like the covered warm up arena. 

What's the norm at other places?

Most are moving that direction.  They are a business and need to make a profit, even if they are owned by a muni.

Most big places do not have tie outs.  It used to be because of the liability of a horse getting loose and running around the grounds and getting hit or hurt.  Some places don't allow generators because of the noise and pollution.

I believe it's not just about the facilities making a profit.  It's also about liability and safety, as another suggested, as well as having to clean and maintain the areas where the horses were tied out to trailers: the parking lots, etc., etc.  Often the damage done by horses tied out (pawing, pulling on fences/rails, the trash left by thoughtless exhibitors) is additionally detrimental and costly to the facility.  

I'm mainly upset because if you don't rent stalls and an RV, you aren't allowed on the grounds. You are sent to park in a damp pasture a long walk away from everything.

Sometimes it's not the facility doing it so much as the producers doing it. I know in years past (I haven't been in 4-5 years) at the Elite shows in Waco they would do something similar. If you were just coming in for the day (local riders, or staying elsewhere) you were forced to park out in a big open lot. It was a good walk to the arena. There was no security and just a few scattered light posts. It was muddy/wet if it was raining. I know for a fact that was the producer at the time's rule and not facility because I had been to that facility multiple time for large shows and never had to do it except for them.

Not really. The facility has sold out of stalls.
