If fed well & taken care of they should mature just fine.  We have a mare that was orphaned at 4 weeks, she had major health problems as a baby including a broken ankle. As an adult she is 15.2H
I will attach a photo of her.

The main problem a lot of orphans have is they are spoiled they think they are a person instead of horse and are very bad to be in your space.  

Quite right! A foal needs an adult horse to TEACH it how to be a horse... Mama usually fulfills this role, but if she is not there you need another horse to do it..

We put my orphaned colt with each of our herd, to see if any would "raise" him, trying to avoid the spoiled rotten foal......his big sister took over as "momma", which shocked me. She did everything but nurse him, and after I weaned him from his milk, I found him ""nursing on her. This continued through his yearling year, when I finally had to send her off to "wean" them from each other. She would push him to "nurse" when either one of them got upset!

And during his formative year, the whole herd looked after him and spoiled him. When I gelded him (early) each and everyone of the herd took turns licking the blood off of his legs. He was pretty decent to be around until a few weeks ago when his "Uncle Bo" went to live at his new house. Suddenly, he is very confrontational, will not let you approach his side and tries to keep his head well above yours. If you try to push him aside, he will rear. Need to find a way to deal with him. AM SO glad I cut him early! Can't imagine him loaded with testosterone! He tries to push everyone around these days.

So putting them in with another horse or horses may or may not prevent trouble
