I rode my mare last night with a thicker Impact Gel pad and she had small dry spots behind her withers.. Obviously, something isn't fitting.. Where is the saddle "off" to cause dry spots behind the withers?

It could be two things. Too thick of pad, or a saddle that has too narrow of gullet. If the saddle never caused the spots before, it's the pad. Get a thinner pad than the one you have.
If there have always been spots, you need a wider gullet saddle or one with flared bars.

I have this issue with my mare. She is a wider built mare with no withers and big shoulders. I bought a Martin Crown C with an 8" gullet because I felt like the regular Sherry Cervi saddle I had didn't fit her because it was leaving a dry spot behind her withers. Well, the Crown C does too, even though I feel it fits her when I put it on without a pad. I just bought a Relentless 3/4" and got it in today, so I'm curious to see if that helps or if it is indeed the saddle. So far she is not showing any signs of being sore due to the saddle, so I guess I'll just play it by ear.
