A drug is anything that effects the way the mind or body works.
When you give a horse herbs, you are still giving them a drug. And in addition, you are giving them a drug which is not nearly as well studied as a pharmaceutical, FDA-approved drug because those have inherently been well studied and their purity is regulated.

I am not against herbal remedies, but they are no replacement for training, and if you plan on breeding this horse, you better be aware of potential side effects that could occur in terms of fertility from giving herbs that are not well studied and have the potiential to be cut with unknown/not declared substances in trace amounts.
