I would call the local tv news and the newspaper as well. The public needs made aware of the problem and to help educate younger hunters who may have never thought about where the "missed" bullet goes. Or they could have been taught to hunt by an unethical hunter. I believe her age definitely would make this a special interest story to catch readers eyes and you may flush out a nervous hunter. Just mention that game camera photos are being reviewed.

It is so sad when something like this happens.  It is just senseless.
We lost a fawn colored yearling heifer that we planned to keep to the same thing.
We found her dead next the fence (by the road).  She had a clean shot in the head.  Not sure what they were thinking unless they thought she was a deer (almost same color).
