My horse(s) came in from turnout covered in welps about two weeks ago(on one side of his body). I thought it was allergies. Or maybe ants. Now, two weeks later it has happened again. The problem is that these "hives" actually form a scab and then become a sore. One of my geldings is covered under his stomach, on the shoulder, hip, with sores. What is this?

It has only happened twice.
During turnout. It does not happen in the stall.
I can't imagine it being flies. But maybe....there are just so many

This also happens to my horse a few times a year during the spring. I don't think its flies either. He either lays in something or its something in the air. I usually would just give him dex to treat it for a the few times. Now I just have him on a daily pellet for skin allergies and he hasn't had anymore issues.
