I got a horse last year who was a top barrel horse but he had been starved so I spent most of the time getting him healthy I started to ride him a while ago and twice he reared up and over once when I had him tied to trailer and once when I was going to get on and the second time he layed there for a while I dont know if this is behavior problems or something else?

Does he do this when you tighten the cinch?
If so, that can be a sign of ulcers. Also, he may be a horse that you need to tighten the cinch in steps - walk him a little, tighten a little more, until he is comfortable.
But I'd first check for ulcers, or chiro.

Think I would start by taking him to the vet and go over him, chiro, teeth, etc. Try to eliminate the pain issues and then you have a mental issue that will need to be corrected. Good luck! Depending on the age of the horse and how long the pain issue has gone on - it can be a difficult road to bring him back to being a safe horse.
I would be scheduling that vet appointment and go from there.
