Yes I know this is a loaded question, but I gotta ask it somewhere. I'm still learning details so there will be some "fill in the blanks."

I may have the opportunity to buy back a horse I raised and started--sold due to my financial situation at the time. I have sorta been able to keep track of him but don't know his current owners personally, and he's a state away.
He is 10, was super cute, dangerously smart, very very trainable, and pretty athletic as a 3 year old when I sold him. I kept his half sister, same side, and she was really making a nice, solid 1D horse (even at bigger shows) when she died very suddenly last Oct.
Here's why he's available...he's begun running up the fence with his youth rider part of the time. They said he'd had something happen that caused sores on his withers and he was given time off and was worked on by a chiro (tho I didn't ask how many times) and the problems started after bringing him back. I do not believe that they have done injections or other treatments.
The phone call was initiated to ask me if I knew someone that might want him. I told her that I might, and if I don't end up with him I'd be more than willing to help get him placed since I raised him. Then she asked me what I thought he was worth. I told her I didn't want to answer that for two reasons. #1, I don't think I should advise her on that subject if I'm interested in him. #2, I'm not deeply experienced in the assigning value to horses.
I asked for pics and info of him and a video of a good run and possibly a bad one if they had it. That will tell me a lot. I can get my vet by to look at him and get her opinion on fixing anything physically wrong. The owners are not interested in fixing him because they need to get rid of him to get the granddaughter a new horse.
So, finally...my actual question. How do you determine the value of one that needs fixed? Not gonna lie, I want to get him for a bargain price, but I also don't want to be dishonest in anyway.

Ask them to make you an offer, if that offer gives you a good gut feeling, then take it. If the offer sets off a flag like- thats too high, then either decline or counter lower.

Only comparison I have was what a friend went through. Horse was sold for 25,000+ and won a lot once upon a time ... then blew up for unknown reasons. He went through horse traders and they tried selling his as other disciplines. Finally barrel person took a chance on him, did some research, ended up being teeth, chiro, hocks. She paid $2500... He was bred well and nice looking horse. He is now back winning in the 1D.
