Subject: Safest Fencing for Lots?

We are looking to build some lots for our horses. I want to put up something very safe. I've been looking at the continuous pipe fencing (seems to be the only kind of pipe fence I can find around here) as our best option. There are two different kinds- regular and galvaneal. One of the galvaneals is powder coated. Does anyone have any advice on which one to go with? Or experience with any/all? Or any other suggestions of what to use for fencing? Thanks
