I have a daughter of First Wrangler that is out of FDD on bottom, she is currently bred. I have picked two studs to choose from for 2016 but I am having second thoughts.

I want a stud that will put some size on her and a little quieter mind. She is fast, naturally gets under herself (imagine that lol) and incredibly smart but kind of a fruit loop sometimes. Just very sensitive lol. Anywho, she's 14.2 1000# Doesn't have a conformational flaw other than a slight roman nose that doesn't bother me. Price range around $1000.

Look at the stallion auctions, you may be able to get a descent stud within your limit.

This stud is now open to the public, having been part of a private (and very successful) small breeding program. I have my second by him and I've been around several. He puts size and a great mind on all of them, without exception. His babies are burning up the West Coast. He's a FDD grandson, so if there are things you like about your mare you'd like to keep. He's your best bet.

I think Firewater Finale fits everything you described.  I have one who is so laid back and takes everything in stride.  I believe Dazzler stands at 15.3.  My colt is around 15.2 right now and 15.3 at the butt.  I also have a nice Fiestas Gotta Gun.  I know he isn't as tall but for some reason my filly is HUGE!  She is REALLY quiet with a head full of sense and decent bone and body to her.  (always hard to tell on those yearlings!)
