So, I found out that my previous saddle did not fit my horse. More specifically it was right on top of her withers and putting a lot of pressure on her front end.

My horses' previous owner told me she rode in a Circle Y "The Proven" wide or sometimes a Billy Cook.

I'm having a heck of a time finding one in my seat size or that is wide.

My mare is round, but high withered.

What other saddles would be good for me but in the $500-$800 range?

Would also like pad recommendations too. :)

I have a horse with shark withers. Saddle fit is a pain in the butt because I have to make sure I have plenty of wither clearance. I would LOVE to ride in a Bob Marshall but it puts too much pressure on the front end.
The only one of mine I can put on him is a Dakota barrel saddle. Plenty of wither clearance, a well made saddle, and incredibly affordable.

A saddle shop where you can bring your horse and try on saddles would be what I would be looking for.

"Shark withers", I love that!

My mare also has a good wither, but it is high and her barrel is quite round. I've had good luck with the Circle Y flex tree (I have the Lisa Lockhart but there are others). My older Martin (not a Crown C, this is before their time) fits her the best, seems to have good gullet clearance yet decent flare to the bars. However not sure if they are in your price range, in CDN $ the Circle Y was 1500 used and the Martin 1800 used.

You should find this gal on Facebook, she is really amazing and does online fittings. Especially if your budget isn't very big, maybe a pad to fit her and your saddle may be a better option.

If you know what fit the horse but are having trouble finding it in your budget why don't you check out some Canadian sales. With the Canadian dollar so low the US dollar goes a lot farther.

I had to go saddle shopping for my colt and came to the conclusion you can't do much with a saddle that pinches but you can always pad up a wide saddle. So I bought a circle Y with a wide tree and fits my round back horse great. Just use a different pad with other horse.

I don't think so. The last one I had I thought ran true to size it was a 14 (by serial number) and I ride in a 14. But when measured it I thought it measured small for a 14 (i.e. to make a 14 inch seat you had to measure to the stitching, if measured to the padding I thought it was more like a 13.5 to 13.75 inch seat). A lady I know that probably out weighs me 20 lbs. (I weight 130 lbs.) rides in a 13.5 inch Circle Y seat, but she has no room front or back, I think it looks like it pinches her. I need a little bit of room or I feel like I get thrown forward. If I have too much room I feel like I get thrown around and try to balance on my hands. So a lot of it depends on the feel you like. 
I wish I had known you 3 years ago...I had a Circle Y Proven wide 15" seat for sale.  Really nice saddle, but was too big for me. Good luck finding a saddle!

If you don't get the one you're looking at, I have a Billy Cook 14" for sale.  It wasn't measured right when I bought it so it's too small for me but it is a true 14"......I bought it thinking it was a 15".  Let me know if you're interested and I'll send pics!  Asking $900 for it .............
