Looking for reviews on them. Can you just soak them in cold water straight from the hose?

Yes. I usually bring some frozen water bottles(2 or 3) with me when I go to a race. I fill my water bucket with water(about halfway), put the wraps in and put the frozen water bottles ontop. While I'm warming up and racing they are getting soaking and getting cold. I take them out, wring them a bit, and put them on their legs. Works great!!
I make mine completely wet, carefully "fold" them and place them in a freezer ziploc bag (for easy carrying) and then put them in the freezer for about an hour (if I need them in a short amount of time) or two hours (if they are going to sit in a cooler all day and it's 90+ degrees out). You CAN freeze them solid! And of course, can't use them then. So it took some practice to learn what the magic time was, based on when I want to use them. I like them just frozen enough that I can still actually use them as a polo wrap - can't do that if they are over-frozen.
I do not have a living quarters, so I just make use of coolers and ice packs.
But yes, as long as you have water, you can make them cool. I prefer to have them as cold as possible to get the most beneift.
Or sometimes after using, I will put them back in my cooler with ice packs again, and then they get cold again (useful for double header barrel races)
