Tipping his nose coming into 1st barrel?

So my gelding I am running will NOT give me his head during a run. As soon as I pull on him just the slightest bit, his head is in the air. I have a loose tiedown on him. I am trying to make him tip his nose in just a bit, coming to first but he just won't. very stiff. At home during practice he is perfectly flexible and will do anything I ask.

I would vet check, my guess is the horse is sore, hocks, or teeth

I had him checked a month ago after purchasing and there is nothing wrong at all with him. Never been injected and vet said he doesn't need it

I should add, he is the kind of horse that will test, or take advantage of his rider and i took him in a few weeks ago when we had a different problem
(thought he was hurting, but turned out he wasn't
) My vet said that Mondays are so busy with people calling who think they have to haul their horse in immediately to get looked at after they didn't have a good barrel run over the weekend, That surprised me, and I need to work on him more before I will take him back to the vet :

My advise would be if he is not hurting/teeth etc then he is just not broke correctly in the face. Work on getting him collected And driving up into the bit using both reins.

Did the previous owner have this issue? Thats a good place to start, then you know whether or not he has holes in his foundation or if its another factor.
