Currently we have a bunch of big outdoor pens and they just have a dirt base. They get very dusty when it's dry like it is right now. What could we put in them as a base that will minimize the amount of dust and still drain well in the winter when it rains?

We have used pea gravel with great success.  You have never seen such nice feet.
