Possible Neurological issues?

So I have this gelding I've been trying to sell. I have thought he was extremely lazy. I was really generous and let a girl take him on a thirty day trial. It's up tomorrow. So she calls me today, she finally had a vet check done on him. I told her from the beginning I didn't think he would pass a vet check, 1. Because he has been in a wreck involving his legs caught in a panel. And ever since he has been a little off when stalled but would work out of it.
So she calls and has me talk to the vet, who I know and have heard great things about. I have only used him once in a Emergency on the gelding when he tried to use his head as a battering ram. He tells me he thinks he could possibly have a neurological issue, the gelding has this weird trot that feels discombobulated, I always figured it was him being lazy. The vet thinks he is disconnected between his front end and his back end. Today during the vet check he said he was pulling on his tail and pushing his hip, it would take the gelding a few seconds to get realigned I guess you could say. I am going to call the vet tomorrow and see what I can do about making payments to him, to figure out what's going on.
Is there anything I should maybe specifically ask to be checked?
When I bought this horse he was fine. He got extremely herd bound to my mare
(part of the reason I want to sell him
). When I go ride at my local arena he will jump around and kick at the bar he's tied to and I know he has banged his head a couple of times. Could this be part of his problem? Any ideas?

Thank you! I will definetly be having him tested for EPM. Has anyone tried Microcurrent to help the symptoms along with the drugs?
