What brands work well with horses with prominent withers? Full qh bars are too large for him in the shoulders.

"Full QH" or "semi qh" bars mean nothing really. Every brand has their own definition of that. What matters is the flare of the bar, angle of the bar, how much rock from front to back the saddle has, where the saddle sits on the horse, etc. I recommend trying different saddles to get an idea of what shape your horse is. Having withers or not really doesn't matter. If the saddle fits properly it won't sit on their withers.
